David S. Carroll is Of Counsel at Anderson Law PLLC specializing in New York State Administrative and Compliance Law. He has spent his entire legal career within and outside of New York State Government as a practicing attorney and consultant in the area of regulatory government relations. David has advised many elected officials, political candidates, professional trade organizations, Organized Labor unions, corporations and political consultants on all facets of New York State compliance law in two primary areas:
- New York State Joint Commission on Public Ethics (NYS JCOPE), which regulates all elected officials and lobbyists regarding ethics, gifting, reporting and disclosure requirements.
- The New York State Board of Elections and the financial reporting, disclosures and legalities involved with political candidates both running for and winning elected office.
David has extensive experience in administering and enforcing the Administrative Procedures Act, which was gained during his time at the New York State Insurance Department, the New York State Department of State and for the last 16 years, having represented a variety of public and private clients as a practicing attorney. He has led internal corporate training programs on behalf of Fortune 500 companies and privately held businesses on the subjects of administrative and compliance law. He has also taught Masters level courses as an adjunct professor.
David is published in the New York Business Law Journal and has spoken extensively to both private and public audiences on topics related to compliance, lobbying, bans on gifts to elected officials and the fundamentals of running for elected office. He attended the State University of New York at New Paltz and received his Juris Doctorate from the Widener University School of Law in Wilmington, Delaware.
